Most access control projects in the Kingdom are really credential projects. The controller and software can be replaced; the cards in 8,000 employees' pockets cannot, not cheaply. The security argument for HID in Saudi Arabia is about credential integrity. Legacy 125 kHz proximity cards can be cloned with equipment anyone can buy; encrypted contactless smart card and mobile credential technologies are designed to resist that. For a bank headquarters in Riyadh, a hospital in Jeddah or a refinery pass office in the Eastern Province, upgrading the credential is usually a bigger security gain than upgrading the software.
